Kato nació na [[Prefeutura de Niigata]] y estudió na [[Universidá de Tsukuba|Universidá Tokyo Kyoiku]]. Compitió per primer vegada nun xuegu olímpicu en 1968, xuntu col so hermanu mayor [[Takeshi Katō|Takeshi]]. Ganaron na competición, con Sawao consiguiendo medayes en ximnasia rítmica y sobre el suelu. Quedaron terceros nos aros.<ref name=sr/>
