Nació en Nueva Jersey. Graduóse na Universidá Bloomsburg de Pennsylvania y depués pasó cuatro temporaes nel Williamstown Theatre Festival. Ye'l terceru de tres hermanos. Casóse y vive en Los Angeles cola actriz Melanie Lynskey. En setiembre del añu 2012 anuncia'l so divorcia con ex-esposa.

Fixo'l so debú nel añu 2000, interpretando a Noah en Loser d'Amy Heckerling y siguió trabayando tantu en cine como en teatru y televisión.nel 2004 tuvo na película d'espíes Espíes N'Aición . En 2008, Simpson protagonizó la obra de Broadway The Farnsworth Invention d'Aaron Sorkin, na qu'interpretó a Philo Farnsworth (l'inventor de la televisión) y ganó un Theatre World Award pola so actuación. Otros de los sos trabayos como actor de teatru son Tartufo, The Rainmaker (Broadway), Camín Real, The Winter's Tale y A Midsummer Night's Dream.
Simpson trabayó como convidáu en capítulos de series como Cold Case, NYPD Blue, How I Met Your Mother y House, y tuvo papeles recurrentes en 24, Carnivàle, CSI, My Name Is Earl, Psych y It's Always Sunny in Philadelphia, interpretando a Liam McPoyle. Amás, interpretó a Lyle the Intern en quince episodios de The Late Show with David Letterman ente 2008 y 2009. Formó parte del repartu principal de la serie Breakout Kings, emitida ente 2011 y 2012, onde interpreta a Lloyd Lowery, un prisioneru ex neñu maravía aficionada a los apuestes.
